Ford VCM II programming Error code: 11 ? 0x0 851082

VCM II has been working fine except for programming. When I try
programming it goes through all the steps and at the last step when
the programming is supposed to happen, I get an error message "Error Code:11.0x0 851082"

Hello friends.
Vcm2 and Ford Ids 91.05 and 2004 year Ford Transit.
Before flashing error code : 4 0x22 851082.
Obd socket PIN 13 checking 18.2v voltage.
What problem or solution?
