This is true, this old 2.5tdi engine is really bad, have a high consumption, automatic transmision have 12-13l in city, but speed isn't to good, on the open road it have 7 -7.5l consumption.

Maybe i must regulate the disele pump

There is nothing to regulate in the pump...
The pump is calibrated on a huge and expensive calibration tool by the manufacturer.
The only thing to regulate is "basic start of injection".
Start the engine, VCDS, engine, basic settings, channel 003 or 004 i don't remember... the SOI will change automatically from "early" to "late" between 15 and 4 degrees, and percentages of the SOI valve must be between 5 and 95...
If these values aren't ok, then you must move the pump wheel forward, or backward to achieve them. That's all...
But if SOI not ok in this moment, the ECU will show DTC for that.
So i think there isn't drama about that...
Better to check and adjust the injectors, perhaps to replace the spreaders if necessary...
And finally, i think 10/100 average consumption isn't too bad for that car...

maybe -2% on injection table will reduce a little consumption and power...or another sollution...change the city....

There isn't "injection table" in the ECU, this is PSG5 pump.
The "injection table" is inside the pump ECU...
Believe me, the high consumption isn't related with the software, it is mechanical issue...
But as i said already, this consumption is ok for me.

Me too can confirm, I drive this car almost 2 years, in city I always have 12l, this car have consumption like Audi a6 3.0 tdi, and this 2.5 tdi is slow how it have high consumption.
