I am sorry for this but this is a virgin file... It should be codded to the car just like if You had bought a new ECU from Alfa dealer. It must be matched to the the car with Alfa Romeo diagnostics.
I can not go into details as I have no big experience with diesel cars...
I am sure some other member here will help You out on how to do the ECU codding in this particular model.

You might have to program again the EEPROM with my virgin file as You have tried to start the car and is very possible that the ECU is locked again...
