Yes it is possible, but You will need some very good tool to be able to do this.
You need to read ECU and get CS, MAC . Pin and power class.
Then write this in immo block of new cluster. After that add keys .

Well the first i try is connect the dash and here is the first problem seems something in can-bus is different Because Airbag and some other lights they stay on without +15. So Maybe is not a Good idea to try with This dash as i say original is 93c86 inside and New is micronas+24c32

It does not mater , retrofit can be done form Fujitsu Dash to Micronas dash.
Many people done this.
It looks like you have CAN BUS problem. Audi A3 dash does not have +15 form Battery, it works on CAN BUS wake up system.
It has only Treminal 30 , 12V all the time.

yes i know people do this retrofit but i test on the car and also here on table i do a circuit with j533 and also j519, the old dash works ok but with DEF.
With the new dash i have same problem like in the car, as soon i have conected without +15 on j519, airbag sterring and abs they are on for some minutes . with +15 on j519 the dash wake up but at first do some flicks.
with both dashboard i can connect with vcds here on the table and also in the car .
What i missing??

Try on the car with ignition on then turn it off and see what will happen. Also you can check on car Faulty codes, But I think this is normal , because cluster needs to be adopted to car.
On bench you are mission all those components and it is normal to do that.
Or dash is bad.

Does car starts and run with old dash?

If car does not start Eerpom is damage and immo data is gone. Then you will need data form ECU to adopt new cluster.

As Executer told me too, it won?t power up properly without the J519. This sends a CAN message for wake up and then it works normally like you turn the ignition on in your car. The problem is, that these dashs have no 15 (switched +), they get this information only over CAN. Do you have something like a CAN logger/sniffer with which you could send a CAN message on the bus?
J519 or a CAN-message (ID:575 DLC:2 DATA: 07 00 every 200ms for powerup!)

Concerning the wiring, this must be done as follows:
Gateway plug is T20, dash plug is T32, OBD means OBD plug for a interface for sure

Connection Gateway to dash and OBD diagnosis plug:
T20/18 --> T32/29 ; T20/8 --> T32/30 ; T20/13 --> T32/5 ; T20/19 --> OBD6 ; T20/9 --> OBD14

voltage supply for Gateway and dash:
T20/1 and 2 are +(30) ; T20/14 is +(15) and T20/11 and 12 are ground.
T32/1 and 2 and 18 are +(30) and T32/3 and 4 and 19 and 28 are ground.
OBD plug has + on 16 and ground on 4 and 5.

First I asked you to post Eeprom dumps.
Second , if you do not have key tool , no way someone be able to help you here.No need new transponder, find some lock smith around you and read key ID, post eeprom dump of ECU and Micronas flash + eeprom.
After you do this I maybe able to help you.
I told you at first place you will need some good tool for this job .
