Fiat Ducato 2.3 EDC16c39 DTC problem

I have a problem with the throttle actuator Fiat Ducato 2.3. I removed the plate DTC P0638 error but the car only goes up to 3000 rpm. It will help someone solve the problem?

Mabe cluch sensor is faulity? When it is car goes up 3000 rpm!
