It looks the Same like the one which is a bit lower on the pcb.
I Will check what that is.

No readings on this part, could someone check on a working dash what this parts are and what values.

I think Ceramic capacitor 10PF 25V you can try same size ..

That cap is purely there to handle radiated emmisions on the wiring, the fact it has popped and burnt implies it has had a significant voltage surge on that pin, but will not be preventing the dash from powering on, instead have a look at the voltage regulator, its likely that that is what is preventing it from powering on,
