Volvo S80 CEM adding new ID48

I have a 1998 S80 2.5 TDI with CEM I and engine control unit 0281001776.
Engine not crank and not start because key is not recognized ( Immo is active ).
The key is working properly and I think it is a problem of syncro .
I read the 28F400 on CEM and the 24C04 on engine control unit .
I used the program VOLVO SYNCHRONIZATION UTILITY V1.4 to synchronize
the CEM and the engine ECU .
Now I have to add a new ID48 transponder but I do not have CARPROG .
Can you help me suggest to a program or someone can add it manually ?

Iread the new transponder with Zedbull clone.

No I'm waiting for a solution to add the transponder . But I could not find anything .
Can someone check in the file if the original key has been canceled?

The ecu isn't synced, sync Block is on 6000 it seems you didn't save the synced files.

Keys should be at offset 6210. It seems your keys are stored:

20 B6 64 DB 1A 38 F0 86 20 F8 4D BF 00 43 00 00

I check and i save the file. The ori ( original ) and rep ( repaired ) are different.
This are all file ori and rep, can you check the job?

Finally, the car started.
I bought a new carprog , reprogrammed as 4.74 , modified to fully antenna functionality.
I used the utility "Volvo syncro" to repair the CEM dump,
I programmed with carprog a new transponder ID48 ,
rechecked dump cem ( new id comparing in list ) then made synchronization with the engine ECU .
The engine starts .
