xprog for reading eeproom

do you need to desolder the chips for the ecu to use this programmer or can they be read with soyo clip i am new to this programming or eeprom work can somebody direct me in the right direction thank you

is always safer to desolder and read

Yes, to be safe and not loose any data - use hot air and desolder. Some do it with clips while shorting quartz but removing doesn't take long and is safe.
