with xprogm try in this way, just chek xprog help pdf and your posted picture and you will se how i find these connections.
and chek also on pcb pin11 must be sure a vcc and pin43 connected to pcb GND, pin17 and pin18 must be connected to a oscilator. if all this is ok you have for sure a good pinout.

You need xprog for that MCU, its secured. Do you have xprog?
