Try with new chip. Germany, China, Taiwan all is same all come from Chine !

On the programmer buffer very carefully edit the data in address FE18h from FF to 70 then press Erase> Program EEPROM. On the next EEPROM programming should be fine!

on your laptop program, go to offset FE18h.
Change it from FF to 70.
Click Erase > Program EEPROM.
Then you can program.

Your dumps data indicate that EEPROM2 area ($600 - $7FF) is locked, that's why programming error. The lock byte to lock it is $FE18 (FE18h), scrolling down at almost bottom. Edit and reprogram the byte as the above instruction. Be very careful on the process, wrong data programmed may cause it lock forever, one bit in the byte is one time programming only and irreversible !

The above post can also be the answer that why many 2J74Y and 4J74Y from China are bad, they were used or custom ordered with locked byte not by bad quality chips!
