Hello i try read nec but i have init failed and read failed i conect it via usb any help please

I have unknow device on may computer will tray win 7

work with XP and WIN7 also

i conect with com but still no works rxd radio to txd port com
txd radio to rxd port com
reset to ground switch
12v resistor 12k to mode power to radio but radio off not working :torn:
