I did already change winbons and Fujitsu, but does not read the VIN. I'm thinking of a problem with CAN, I do not know how to check the PIC 16F684. Does anyone have a diagram programmer and program?

Hi,

You can check the file in the 16F684 pic with a simple universal prgrammer with ISCP function. You can use a SOIC 8 clip to avoid to desolder it.
