Yes, it can do all key lost. If it can do all key lost it's obvious it can do spare aswell. Generated keys will start the car but in some cases you need to write back new dump to the immobilizer memory. For the remote, you will need some OBD equipment, although Tango can do remote keys for ex. BMW with smart key system.

For most remotes you will need diagnostic equipment. Ford remotes you program manually, check on youtube. For Peugeot/Citroen based on ID46 transponder you will need diag equipment for transponder. You need PIN code to program keys and you can obtain PIN code from the dump you read. You can read and put here on DK and someone will calculate it for you. Then if you have PIN, you can program transponder via OBD and for remote, short manual synchronization is needed at the end of whole programming procedure.
Tango can do older Peugeot/Citroen cars from dump. You can do cars based on ID33, 45, 48 transponder.
I advise you just to read many topics on this forum and after some time, things will get clear for you. Generally, you need some diagnostic equipment, let's say MVP Pro or SBB for the start.

You wont want to make many spare keys with tango, very hard work, compared to an OBD programmer that can do most (not all) in seconds without vehicle dismantling.

if you want to succeed in this game, you will need several bits of kit, and no, im not talking about SBB, but I do have 1 and I use it every day, but its coverage is old cars and very few.
