VW Component security + EEFI

I have a question, if I want to precode key to make dealer key, with EEFI + known component security, do I have to use VW can tp23 or just clear ID48 ?

so I can use tp23 write CS with eefi and program with VCDS via pin code ? older one 2003,2004,2005 can use id48 ?

not sure about effi, but I generally use ID48 for anything on VAG of this age
