help pats pcm problem/ fiesta 2003 don't start,

hi guys, help here , got a ford fiesta 2003 pats 3 pcm,, , don't start,padlock flashing all time, i read dtc, and found nothing , no error,if a turned off the car, it takes 1 hour to start the car againg , car has 2 keys, padlock flash, i need to try turn on/off the original key at least one hour until car start, as i said no dtc found on mvp, sbb, keys are okay the original one, what could be the problem? is it possible do immo off? fiesta 2003 1.6 petrol, brazilian model,,,, ecu problem? ground? fuse box? wires?

Check immo ring too, sometimes it not read key.
You can get a ring checker tool from bucks on ebay.
