HONDA CIVIC READ EEPROM + POWERUP HELP NEEDED

Hi mates,
I have on bench this honda civic dash.

VEHICLE INFO
honda civic 1.7 74kw / d 4fe7 isuzu diesel engine / 2003 year

DASH INFO
UK-NSI HR0291220

The dash is faulty, the needles don?t work (only the rpm needle) and the kms display neither.
I tried to powerup with some info but nothing happens.
So, I tried to read the 93c56 from the back of the board but my dumps are corrupt. I don?t shortcut the oscillator.
After each read I have errors in each verify. I used GALEP-5. I can use UPA if neccesary

COULD SOMEONE HELP ME?
I don?t want to take out the needles for now, they seems hard to put back on place.

you have to remove the chip

I removed the needles and took the pinout of the eeprom to the other side of the board
The read gave me all FFFF
So I removed the chip and read done. Now I need to write in a donnor dashboard. I don?t know If I can use a ST93C56 in 16bit mode. I can?t find that rhom l56 eeprom new
