Understand used Airbag unit from Vw/Audio (when coded in car?)

I have many used Airbag unit from Vw and Audi.
It look`s like 2005->> has VIN protection in Airbag unit, if you mount a used with same number as broken you get faults.
It don`t work in car and OEM workshop can`t program unit to customers car.

AND even if you have same number broken / used it has diffrent software (6 or 8 airbags etx)

Is only VIN the "problem" to install a used unit in a car?
OR has it CS/MAC/PIN stored in airbag unit?


Is the only way to use a used airbag unit:
1:read broken
2:clear file
3:program in to used unit?

Audi units have component protection, but not all models (from 2005).
VW units also have component protection, but in the newest cars (from 2013), like Golf Mk7, Octavia Mk3, etc.
