This module can not be program by Eeprom but by another method of hooking up wires to the outside of the module pins to reset. What tool does this best???

car prog orginal does these module,, i havent tried but if you search it you can buy honda TMS programmer cheap you just plug it in OBD
they go around for $20 or less
