upa and xprog should be able to program them. The manual has pin out

This module has the brown glue sealing the bottom, you must first use razor knife and score around the bottom perimeter. Then find the 2 screws under the glue in the opposite corners, shave away the glue to access the torx, remove them and pop the whole board out through the bottom.

If you have carprog with gm cable you can do these through OBD without opening them
