I believe that is a GM RDS radio, locked to the vehicle VIN. There is no counter or code to unlock it if it is, you need to modify the dump with the VIN of the vehicle you want to put it into and it will unlock after the first key on.

Can be programmed with Tech2 as well.

Haven't done one yet, so I'm not sure how the VIN is arranged in the dump. Something I should be working on though, I do a lot of GM cars.
