Please I am new to key programming and need direction and advice. I have a golf mk iv with only one key and therefore needed to have an extra, however the car doesn't communicate through obd II therefore I can't add key through obd.
eeprom is 24c02 motormeter dash
ecu is siemens 5wp...
transponder is id48
I have these few tools;
xtool x100 pro
xprog
effi
zed bull clone
please what do I do to get an extra key?

check wireing from obd plug to dash, you have to fix that. Then read the dash eeprom and post here, someone will give your pin. And then key adding is easy, almost any diag toll can add it

there are 2 eep in motometer dash.
1 for pin and 1 for keys.
its possible to add key to eeprom or generate key form eeprom without updating the eep memory.
not sure if ZED can do it as i dont have one.

If obd plug is not powred then must check fuses
After read login code and learn key with vcds vag com
It is very easy to do

tool can power on but will not communicate.

just because one tool does not get coms does not mean the port is not working.

tool can power on but will not communicate.

i think none of your tools support this car. invest in something that can do VW key programming. no need to eeprom this car, just get the right tool. Easy job.

sbb or remove instrument cluster --read 24c02==pin

or use vag eepromer 1.19

its motometer in which case the pin reading may take up to 4 hr.
dont forget about that. some toys are reading it but it takes time and they dont display any progresses bar.

I'd suggest chasing down the comms fault first.....
