USB devices dont work on reboot !!

hi guys

this is a strange one

when i boot up my pc out of the 3 usb controllers in the hardware only 1 is working on reboot or bootup of my pc
so i put my mouse n keyboard on these so i have some control at least.
its been working fine up until lately
no update has caused this
i was playing around with my usb pendrive that was MBR locked and tried various tools to get it working but no good.
so binned it after getting a warranty replacement.

anyways
when i boot up to windows half my usb devices have the yellow exclamation mark against them
so if i right click and uninstall all of them and then tell it to scan windows update for new files they all install just fine and everything is hunky dory again until i reboot
to which im greeted to the usb devices with yellow exclamation marks against them again !!

is something in registry causing them to corrupt or not load !
im sure it says windows failed to load the driver.

its driving me crazy
i stuck my windows 7 dvd in to install over the top to keep my installs but it said the current version was too new !

any help here greatly appreciated
