2008 subaru Immo and key registration need security id, dealer wont give me it

im using allscanner ssm3........... have to register the immo thats why.

finally got the security id from the dealer but now i cannot register the immo, says communication error

i have a 2008 Subaru outback XT

I need to go to USA Dealer to get the 5-digit security key id as canadian dealerships told me they dont have access to the codes.

I tried a Autel im508 and it also askes for a security id

i also tried a VCX SE with SSM3 and it also asks for security

I wonder what other tools to try

does the SSB ask for security code? does the SSB have the ability to retrieve security code?
