Audi A2 EGR OFF

I have problem with a audi a2 1.4pd-tdi AMF engine egr off, maybe someone can give me a good suggestion.

EGR is blanked physically with a metal plate, and when i run the egr deleted software the car runs not smoothly, and i'm missing the power. I readed in VCDS but egr is on 19% opened in most of the time (sometimes just 4,8%) .Maybe this ECU need other solution?

Not working, i have now egr opened ower 79% at 950RPM.
