what is tested tool for subaru that can program when all keys are lost. Mr dealer wants New BCM, NEW speedo and something else new.

Tango can program these cars.
There is a immobox near the steering collum with a 24c02 eeprom.

Not BCM but>BIU and cluster on a Toyota the steering lock also need to be replace.
