Eeprom need removed, read, save, modified, write, solder in radio, removed, save and write original dump - for find 1 and 2 digits of code...

Yes! (example: carprog can do in circuit. The MiniPro can't.)
The counter is in that eeprom, so if you try pin's, just write back the original dump, and the counter goes again to 3.
