Please note that code entry is only possible with the ignition switched on, and in the order shown. If the display continually shows "SAFE" then the unit may be codelocked and will need to be left switched on up for up to two hours to reset before another code entry attempt is possible.
Code Entry as Follows:

Switch On Ignition (No Need To Start Engine)
Switch Radio On - Display Shows
" SAFE " and then shows " 1000 "
(This may take up to 10 Seconds - be patient)
Press preset " 1 " repeatedly for 1st Digit
Press preset " 2 " repeatedly for 2nd Digit
Press preset " 3 " repeatedly for 3rd Digit
Press preset " 4 " repeatedly for 4th Digit
If the correct code number is now shown
Press Tuning Up Button " ^ " To Enter

How did you read the eeprom ?? In-circuit or did you remove it from the board? If so, check your solders to make sure they are in good condition and that you have installed the eeprom correctly!
