hey i got this RAR file that i want to open but theres a password on some stuff like setup and of course i dont know the password is there any program that will actually work?

They usually come with a .nfo, open this within notepad and you should be able to read the password

elcomsoft rar cracker is the fastest ive found (i have a complete suite that can unlock just about anything) the thing is EXPENSIVE though it can however be found in the usual places for free.

Rar passwords are a nightmare time wise, if its above say 6 chars it could begin to take weeks, above 12 can take me months of constant brute forcing, i do however have some serious dictionaries to work with.

The question you should really be asking yourself at this point is "are the contents valuable enough to dedicate months of continuous time to get at?"
