OP .. KMs *100 ...>hex .. then Xored FF FF FF repeated four times

First four bytes into hex calculator, convert to decimal and what do you see? lol
Next four are xored.

In hex calculator, use xor function with ff. Four mileage bytes so string xor with ff ff ff ff. Or you can set the calculator to DWord and use NOT function.
63000 Km = 00 60 21 60 ff 9f de 9f repeated four times.
