2006 Cadallic cts B3031 security system controller in learn mode

Vehicle starts and drives but radio unit displays "vehicle theft deterrent service". Also there is a padlock symbol on the dash.
VTD Relearn procedure was done
error b3031 always there

strange thing when i disconnect Theft control module car still start and run
any sugestion how to solve that
