If replacement ECU has same numbers as original, is it OK to only swap eeprom over and car will start OK?

Swapping eeprom will be enough mate.

Guy just given me the ecu's but hw numbers are different.

Old ecu..03G906018AQ HW53 5WP45549 AO

New ecu..03G906018AQ HW 23 5WP45549 AE

Is it still ok to change eeprom only pls?

Post eeprom dumps here and you will get help.
It is not good to mix sw versions unless you do full clone with flash.
