EDC 17cp14 OTP sector not writable.

Hi i have some problems. I need to write INT flash to other ecu..(ecu have same hw code ). and when i start to write i got ERR FILE 014400 - OTP SECTOR NOT WRITEBLE. This is vw sirocco 2.0tdi cr .edc 17cp14.
Maybe someone know how to solve this problem. im working with Fgtech.
I need to write from old to new.

Are part numbers the same on both ECU? I did many of these without issue...

how it comes that you don't have eep from new ecu?

immo 4 old ecu pin 43701 new ecu pin 43078 donor ecu immo off. Try to adapt ecu using info from vcds wiki

I write eeprom from old ecu to new and forget to read it..
