need pin code from dump

Hello
i have hyundai accent 2002
the original key is lost and the scanner can't detect the pin code because the ecu has replaced
so i want someone calculates this dump for me please

your pin is 110374 , but you can easily calculate pin for that hyundao using just VIN, no need to read dump

Someone in my country can program the key without obd.He only asks me to send the copy key with eeprom dump and he said that he will program it for me and send it to me with new eeprom file and want me to flash his new dump to eeprom. i have kia carens 2003 lost original key.
I want to know please which tool has ability to program the key with only the eeprom dump or pin like the guy did it?
