NEC + 24C64 only over OBD. but on this new cluster i think no tool work.

There doesn't exist a compatible loader routine for these new (high) software versions. It seems no one can write such loaders, perhaps only spy's from VDO themselves.
This means all existing tools cannot add support for these new clusters.

There are some other methods to get access to such clusters but these are complex and require additional tools as well. Simply said it is not easy but can be done :)
