pats function lost in ecu and instrument cluster

hello i want to know if anybody has encountered this problem before am trying to programme a new key a 2004 ford escape hybrid
but dont know if data is corrupted or not the pats function for programming can not be found in the ecu nor instrument cluster i used autel maxidas,g-scan and ford ids all cant
locate the pats function.do i need to get a new ecu or if anyone can help me with a working dump eeprom type is st77014(25040/950400)

You need to clear PATS, and then program at least 2 keys. You can use second hand keys for that year.
