2008 hyundai i30 wont start and immob light is always off

hi guys
i have a 2008 hyundai i30 which wont start
was runnning 2 weeks ago
the immob light in dash wont come on but i can command it to turn on with scanner

scanner can talk to ecu and immob module
says everything is learnt but not the key

im getting p1693 error code

does this look like a key problem
i have to get key from guy and see if i can read it
they have changed key reader already

im worried its an engine ecu cause immob light is not comming on

has anyone seen this problem
