Chek fuses
Maybe you got problems with powering the vgt

later X5 35i out of park in this situation, you must disconnect the battery for at least two minutes and then reconnect. The car will "reboot" and the tranny will come out of park

in North America the 2006 x5 was an e53 and has the old style shifter. You can take them out of park with no brake pedal by the first key turn (not likely anything showing up on the dash). Worth trying if that will allow it to release and if so could be the brake-park interlock. Can then start it in neutral.

The fault code that i get is on the gearbox control(VTG) which is supply voltage, where is the Gearbox control module in this car and I also tested the park break module and when I switch on the ignition the volts on there are on 6V to 7V I assume it is a power fault but I dont know where to start looking
