If replacing ECU only need to change VIN in ECU with any profesional scanner, cicle swich and start.

So this ecu is without immo ?

it can comes with or without SKIM option (immo). if you car have no SKIM, and replacement ecm has none also, no need to program anything. but most of those vehicle have SKIM option.
what he said, was if it is for ECM replacement procedure, with a used one, same number (or compatible), you just have to change VIN in ecm with a scan tool via OBD2 and car will start. no need to clone ecm.
many scan tool will be able to perform this task. in some case, you will have to unplug SKIM module from bus line to be able to change VIN (without having the PIN to do it via SKIM module miscelaneous function, you can go in ecm miscellaneous function and read VIN than change it, so no need for PIN).
or you can read SKIM eeprom and post dump here to find PIN and you can program ecm via obd2 in SKIM miscellaneous function. most scan tool can do this job.
