16b only over OBD with working key....I do not have option to get it another way, sorry

You have Cas3+ with encrypted data...
You need to read and post here real page3 from working key to decrypt dump, and then we can see real ISN/SK

oh...
you need proper tool to read ISN/SK from DDE like AVDI / BMW Explorer / AutohexII etc... and make key with Tango etc...
Or you read DDE flash and Tango Can program transponder for working key (This I dont have try, so I dont know for shure...)
