Eeprom is 93c66 or 95040 in top right of your picture next to processor. transponder is id33 & can be put on t5 or pcf7930/31

No, he's with a bit less luck by old type of the box, with MCU ST90T40C6 with internal eep. Some programmer may do it but I don't know.
