I had this happen to me sometime ago, you need to delete ET and do a fresh reload.

I have done all your instructions, until regristry cleanup, and installed starting ET 2009, 2010a / B and 2011a / B still wrote out the message pop up.
Are there any problems with Windows 10 64 bit yeah? how do you think all?
