EGR Valve OFF fiat panda 1.3D year 2005

I want to turn off thr egr valve for my fiat panda 1.3D year 2005.
I live in London can someone help me or do it for me.

I want to buy mpps v13 to read the ecu. is there a tutorial and an easy program to turn egr automatically off.
