HELP Please ! FORD GALAXY 1.9 TDI 1998 not cranking

Hi Folks
I have one FORD GALAXY 1.9 TDI AFN 1999 that not cranking !
I try another relay 109 but in this car only if I short 185 relay starter crank"s !
In Immo Dtc 01176 signal to low and Unauthorized intermitent errors
In ECU dtc 17978 " P1510 " engine start bloked by immo !
I done immo off but still not crank ?!

ECU is 028906021HB 0281001736

In Ford that uses PAT"S system immobilizer need"s to read the transponder , to swicth relay 139 !
the problem was the transponder was not in the key fob
