Return to step 1 if the locks do not cycle at this point.
6. Perform these steps within 40 seconds.

All the previous steps is similar to mine unless.. :

E. Turn ignition ON then back to LOCK (not OFF/ACC.. at least here) **do it twice if first attempt failed.
***car is responding***

F. In 40 seconds (i did it 15sec after the car is responding)
a. Press Lock & Unlock simultaneously,about 5sec
b. Press Lock

G'luck.. all the best mate.

PS : this procedure is for Fortuner 2012 i just did about a week ago. But in my case,it's an RKE,not a separate remote.

Make sure your battery is up full charge, and maybe even use jump box. Had a program fail on Lexus Rx330 and found out battery was low (11.0 volts), used jump box and it programmed right off. Mine was RKE also.

What I have notice is that if a Toyota has oem remote and there is no obd2 communication with the remote section. You can use the manual way to program as shown above. Same goes vise versa if there is obd2 communication then most likely there is no manual way to perform the remote section
