BIS number is 9650618380-00 T118470004 L
ECU number is 9648966680

What is the problem with the car?
There is no BIS module in the car
but BSI, where you need the PIN code for keys and immo
and BSM - part of fusebox with electronics, this one have nothing with PIN to do - and the number you gave us as BIS is the BSM part number.

So if you want to replace BSM with pn 9650618380... just replace one and have fun, nothing to program.

Hi i not sure it is BSI BIS or BSM but i try and when i take key of ingnision engine wos still working. Then I look on google and I fund is I have to instal new bsi and I weel be meed pin code.

You can ask your dealer for code or read eeprom from your BSI and post here.
If your engine is still running after key off I would pointed on BSM
Brand new BSM is about 140EUR cost, this one is under hood, driver side.
