Honda CRV 2016 key and transponder

Hallo

I've a CRV year 2016.Customer want a spare normal key.
The original key have PCF7938XA hitag3 transponder.
I've tried with a new blank pcf7938xa but Honda HDS refuse to code this key.
Probably need precoding.
Anyone know how to precode this transponder so i can program a new key?
Just to add some info.
Honda original remote key have inside a pcf7961 Hi-Tag3 chip.

I have also a new remote key with pcf7961 inside but Avdi and Tango read as hi-tag2.
Can i try to decode this remote?

In 2013 Honda stop the V-chip 46 to a "G-chip"

Just to add some info.
The remote key adopt a Hitag3 chip.
The normal key have a pcf7938xa hitag3 chip.
I've tried to add a blank key with pcf7938xa inside, but no joy.
Probably this chip need a sort of precoding data.
None of the tools i've (AVdi, Tango, Effi) can precode this chip.
So.Anyone have experienced some solution?
