Saab steering column lock problem

Hy All,

There's a Saab 9-3, which is the next mistake writes the display:
"steering column lock does not engage"
If you take apart and pushes the tongue is pulled into the first inserting a key (the shutter is released), but the car will not start.
Fault code the cim: B3948-0F.
I tried it the other ism modules.
Can someone help me on this?
Someone can tell the pin?

UPA I read with a 16-bit mode
