need help with polo 9n 2002 please

hi
i have immo light flashing.tried to program key and ecu does not accept it.
tried to diagnose ecu but was not possible to conect with ecu.
connected with cluster and get error ecu blocked.
bought another used ecu,swap eeprom but got same error and still cannot program keys.
ecu m. marelli iaw4mv.dd
eeprom 95080
read with upa as st95080

have you communication with new ecu? if not than check fuses, wires, power supply of ecu...

check on obd pin 7 kline what volltage

have u communication with any other ecu instrument or radio

relearn immo over instrument cluster

have done many time

this is another eeprom i have found on net

I have 2 ecu- original and used.no communication at all.
Cannot relearn immobiliser.fails

Remove, check the diagnosis

ok can u connet ecu on bench and test comunication
