Try this file, you might need a genuine Toyota key ID67.

Do you get any trouble codes from scanner? Might need to sync ecu to immo 35 min with ignition on.
Is the immo light off?
I checked dump, it is good will let me add key and reads as Sequoia, something else might be the problem, did you read the 93cl66 dump after writing to see if it recognize key? Also try programming a genuine toyota key.
Check fuses, I had a similar problem before and was blown fuse.

USA Toyota Sequoia 2003-07 no obd2 must flash immo. To virgin. 2008- to present obd2 program can be done. So mixing the dump will no work in theory.

Search for my post on Sequoia I broke it down with picture. I virginize the dump register a key and re read the dump for ever key. So you can see the key location with key logic so everything is there.

I did a 2003 usa model using MVP, that was my first immo job that got me into this field, I don't know if I got lucky with it, lol. The newer model uses the same module as hilux and never had a problem with them, all I had to do was the 35 min sync. Not sure is the same case apply to Sequoia. Since you don't have the original file only FFFF, obd2 won't be able to program it in theory. Did you read the eeprom to see if it recognize the key after writing? I always check to confirm it, I was also told to use genuine, so I do just to avoid redoing it, so I use original and clone after to keep original for other vehicles.

Sequioa is eeprom only that year.
Your most likely thinking of a Land Cruiser or FJ Cruiser.

Dont remember off the top of my head but
2009 prob uses "G" key and not 4d67 ("d ")
Verify if your car uses 44d or 44g.
then someone can give you a better dump to try.
USA toyotas are pretty basic.
what are you using to read/write eeprom and are you reading it 8 or 16? most problems with toyotas is people reading them poorly. (not saying you did)
