AT28C64B reading problem

do you know why i cannot read AT28C64B PLCC?

My programmer Galep cannot read and see on 23 pin!!!

Try to clear the pins of plcc memory, can be bad contact of pin !

Or try to read with another programmer, for example WILLEM programmer !
